Research checked 11 September 2026. Providers are listed alphabetically. This is an evaluation shortlist, not a tested performance ranking.
The best voice AI provider for an Indian business depends on the workflow: which languages callers use, how calls reach Indian phone numbers, what the agent must do in your systems, and how much engineering support you have. Start with a shortlist, then run the same realistic pilot on two or three platforms before buying.
This guide covers ten providers that Indian teams can investigate. It includes Indian and global platforms; inclusion does not mean every provider supplies Indian numbers, keeps data in India or offers the same self-service access. ConversAI Labs publishes this guide and is included in the comparison. We have reviewed the linked documentation, but have not completed an identical hands-on benchmark across these products.
Which platforms should you shortlist?
| Provider | Starting point for evaluation | What to verify in your own pilot |
|---|---|---|
| Bolna | Agent setup, API configuration and call-to-webhook workflows | Required telephony setup, estimated versus actual call cost, and webhook recovery |
| ConversAI Labs | API-first voice workflows with a published credit model | Complete signup-to-first-call path, language fit and observable workflow outcomes |
| ElevenLabs | Voice agents with tools and conversation analysis | India telephony route, language behavior and the cost of the complete configuration |
| Exotel | Telephony-connected AI and business communication | Which agent features and numbers are available in your account and plan |
| Gnani.ai | Enterprise voice AI evaluation | Self-service versus assisted setup, integration scope and deployment requirements |
| Retell AI | Template-to-test-to-phone-number agent setup | Indian number availability, telephony costs and your preferred speech configuration |
| Sarvam | Voice agents, tools and an India-oriented platform | Required channels, language quality and availability of enterprise-only options |
| Smallest AI | Template-based agents with web, phone and chat testing | Deployment steps, telephony requirements and integration behavior |
| Vapi | Developer control over voice-agent components | Engineering effort, provider configuration and total rather than component-only cost |
| Yellow.ai | Enterprise voice flows and customer-experience automation | Plan access, implementation ownership and handoff into existing support operations |
The table describes evaluation starting points, not recommendations based on measured superiority.
1. Bolna
Bolna documents agent creation, configurable tools, testing and call-history access. Its webhook guide describes sending execution updates to your endpoint. That makes it relevant when the desired outcome is an action after a call, such as updating a lead record. Test whether your team can find the webhook setup, interpret the payload and recover from an unavailable destination without support. Agent setup, execution webhooks.
2. ConversAI Labs
ConversAI Labs is focused on voice-first operational workflows for developers and marketing operations teams. The published price is ₹1 per credit and 4 credits per connected voice minute, equivalent to ₹4/minute. Workflow creation, runs and tests are free for now; a test that connects a voice call consumes the call credits. The site also lists 100 free credits. Check allowance terms in your account. These are the published product terms, not a third-party audit of billing. Pricing, workflow documentation.
3. ElevenLabs
ElevenLabs provides an agent platform alongside its voice technology. Its documentation covers tools, conversation analysis and deployment capabilities. Evaluate the agent product rather than assuming a text-to-speech subscription includes every calling requirement. Use your intended language, telephony connection and business action in the test. ElevenAgents documentation.
4. Exotel
Exotel offers communication infrastructure and a documented MCP product that connects AI clients with communication actions. This is a different buying starting point from selecting an agent editor alone. Establish which telephony and agent capabilities are included in the account you will use, and who owns deployment and troubleshooting. Exotel MCP product.
5. Gnani.ai
Gnani.ai positions its offering around enterprise voice AI. Include it when your evaluation needs to cover organizational deployment and a defined business process, then ask for a demonstration using your own acceptance criteria. Do not assume that an enterprise product and an immediately accessible self-service account have the same onboarding process. Gnani.ai.
6. Retell AI
Retell's quickstart covers creating an agent, testing it in the browser and deploying it to a phone number. It explicitly limits Retell-managed numbers to the US and Canada and directs other countries to custom telephony. For an India deployment, verify the external provider, routing and complete cost before choosing it. Retell quickstart.
7. Sarvam
Sarvam documents a Voice Agents platform for building, deploying and monitoring conversational agents. Its overview describes tools and multiple channels, with some capabilities available only on enterprise request. Its documentation also makes India data-residency claims; review the applicable agreement and actual deployment scope before relying on them. Sarvam Voice Agents overview.
8. Smallest AI
Smallest AI documents starting from templates or scratch and testing through web, telephony or chat. That is useful for comparing how quickly someone can move from an idea to a test. Use a realistic interruption, an unexpected question and a failed business-system request, rather than stopping after a greeting works. Smallest AI quickstart.
9. Vapi
Vapi's documentation describes developer-oriented voice-agent building and configuration of speech, model and voice components. Evaluate it if choosing those components is part of your requirements. Record the complete configured cost and operational ownership, rather than comparing one platform fee against another provider's full minute price. Vapi introduction.
10. Yellow.ai
Yellow.ai documents a voice-agent builder and voice-specific flow configuration. It is worth investigating for teams comparing voice within broader customer-experience automation. Determine what the team can configure directly and what needs implementation support before deciding whether it fits a self-service requirement. Voice agent builder.
How should an Indian team compare voice AI providers?
Use one workflow throughout the pilot. For example: a consenting test caller asks to reschedule a fictional service appointment; the agent verifies the relevant details, checks a test calendar, proposes a slot and records the confirmed result. No real customer data is needed for this comparison.
Measure five things:
- Setup effort: elapsed active time from signup to a working test; record every support dependency.
- Conversation quality: language switching, names, interruptions, silence and clarification. Use the same script for each provider.
- Task completion: the correct appointment is saved once, and the system shows whether the action succeeded.
- Failure recovery: unavailable calendar, invalid credentials, repeated webhook and human handoff.
- Total cost: agent usage, speech/model charges where separate, telephony, number rental and any minimum commitment. Confirm taxes and billing increments instead of assuming them.
A natural-sounding call that does not update the correct record is not a successful workflow.
Frequently asked questions
Which voice AI provider is best in India?
There is no universal winner from a feature list. Choose based on your languages, phone setup, workflow, self-service requirements and measured pilot results. This shortlist is a starting point for that test.
Is a voice API the same as a complete voice agent platform?
No. A speech API may supply transcription or speech generation. A complete agent workflow also needs conversation logic, business actions, calling or another channel, monitoring and failure handling. Check the actual product being priced.
Can marketing teams use these products without developers?
Some products document visual editors and templates. Connecting a real CRM, handling credentials and making writes reliable may still require technical work. Include those tasks in the evaluation.
How do I start with ConversAI Labs?
Read the workflow quickstart and current pricing, then test one narrow workflow. Start with the API and webhook workflow guide to define the outcome and failure path.
